It is titled "Next 12 months for FBR"
It would have been easy to say on that page

• Additional HX units to be manufactured. 

Nope, nothing of the sort.
To be fair, they didn't say JV with Brickworks either, but I bet it was in the plan behind the curtain. 
Nor did they say HX lego kits or HX Minecraft modules either as a way to get additional revenue. 
All sorts of things can be guesses. 
The facts are the public plans of FBR do not include manufacturering HX units in 2019. (and nor will the currently available cash allow them to build any)
