You didn't answer the question, can you rationalize not continuing to develop manufacturing if commercialization is the goal? You talk about a CR, what would that money before....manufacturing? If they get the money, wouldn't it be nice to be ready to manufacture?
Your argument works in reverse. Just because they didn't say it doesn't mean everything halts. If they want a future they need people working on those things now, not later.
If you focus just on what you want to hear, you will only hear what you want.
