Might be something to do with the disclosure they need to make to certain people to make it all happen. If they disclose it outside of the NDA group without an MOU announcement they could have some disclosure issues. Just a guess but I reckon it had to be public knowledge to progress it and this is pretty much the only way of making it public before it's signed.
