The market seems very hard to please these days, everyone knows what FBR is, how it works, where its at.
A semi completed HX stirred a higher SP than when HX completes, which makes sense to me, a 90% completed HX is a 100% surprise to see, where a completed only gives 10% surprise if you already see the WIP.
Not even CAT MoU extension would do much more going forward, next stop...build1.
