Not the "bang" I was looking for, so I'll continue holding my shares. As pointed out, MOU with KSA and this SCA on the surface are very similar. I supposed working with a "developer", has its advantage instead of a rich oil state. Perhaps that is the difference why this is not an MOU instead.
