I think you are right. Definitely waiting on CAT and also testing before jumping in. With news on CAT so close people are not taking the risk. FBR could just be fluffing it up to ease the pain of the CAT announcement. Or they are getting in some good news to help as a catalyst for when CAT news drops.

If CAT were to take up the additional $8 Mil USD it would be enough of a vote of confidence. I think the agreement will get an extension until the testing is done before anything goes binding with manufacture but the time limit on the 8 Mil was 30th June right?
