Well, if FDA did consider July 8 to be the submission date, and they were seriously trying to meet the 2 week reply deadline from their SOPP, someone working really late in the evening at FDA might have emailed the acceptance letter after hours.
I pulled many all nighters in my job with the U.S. Federal government trying to meet deadlines.
