I totally agree with you regarding to funds and serious investors sitting on the side line. Just heard this week an interview when one fund manager had exactly the same reason while he was interested, did not invest but sitting on the sideline. It was "too binary" for him. Once approval granted, these people will be paying "premium" in exchange for the reduced risk.
