You missed the part about the companies who get approved being able apply for an extension up until 2025. FDA simply would not approve them if they weren't also prepared to issue an extension in Jan 2023.
BTW it's a positive sign that they don't have excess inventory sitting around gathering dust. I gather they sent it all off to China when the FDA took too long to approve.
