You need to give investors an incentive to participate in a cap raise, sometimes that's a big discount other times it's news that the market hasn't yet had time to react to. Works out the same really, except raising now before trading resumes removes the risk of a "sell the news" event forcing a lower cap raise at a large discount. Hopefully this opens the doors to fresh institutional investors who will help push this into the dollars
