I am not sure about that..
Some who are wanting to turn a decent profit will want to get in 12months out to halve capital gains tax upon sale.
Get in now and sell in 12 months.
Also, unless you have a short attention span or shallow pockets then getting in now will guarantee the lowest purchase price. I think it will make a jump up today.
