Judging by the graphic you have previously shared - they would say don't apply whether it either unclear or unlikely for a product to show a clinical benefit.

For example Mars inc. can't just go to the FDA and say M&Ms help with weight loss. The FDA would say - no, that's stupid, go away. They would say "don't apply".
