The initial delay was from extending the tender period from the mining contractors that were tendering on the project. These things happen all the time. Even most Government tenders always get extended. Welcome to the world to contracting.
The tender submissions are no just a one pager with a number on it. There is usually all sorts of returnable schedules are also completed by the contractors which needs to get assessed. All this info needs to be deciphered and run through the model. The full feasibility needs to be robust with no gaps in it. It'll get done when it gets done.
