I think you'll find the (potential) signing of the MPA was delayed because of the Indian delegation- re-read previous announcements and it'll become clear.
Management then dressed up the delay by adding commentary about the budget potentially conflicting with the original dates proposed. Nothing strategic from managements point of view at all.
Let's hope we get more information regarding the potential of this deal in the coming days.
