The phrase “knowingly concerned” is not a mitigation. My understanding (and I’m not a lawyer) is it means that you’re still on the hook even if you didn’t know all of the facts or law.
As for the substantial shareholder quote, that was before this announcement. I have no idea how much any fine is going to cost, but I think the market was right in its scepticism... even if not for the right reasons.
