Looking at this thread and the market reaction, seems like no one cares - I guess it is because $190k is quite far from the $100m, presented as required. I didn't do the maths, but it may not be enough to fund even a week of ATC Phase III.
That said, could have been seen as an interesting endorsement from Canberra.
