Certainly the supplier has the main responsibility.
But I think it's reasonable to expect a large sophisticated buyer to bear part of the blame if the problem goes on for a long time. CSS isn't a small retail buyer like a medicine user or a car driver.
Anyway I expect that the defendant will be arguing along those lines if it is proven that the feed didn't meet specs.
