it could simply be, he's gotten the project to the point that it's now banking monies & therefore, it's a good time to retire and wait out the dividends perhaps?
I've said he must have been selling - but it's just too far fetched to be convinced he actually has given where IO is currently trading. i.e he's not the one that's been keeping this down. All IMO.
