That's a ~50m pre-strip = not shallow, high strip ratio and a decent amount of working capital required to do so, not to mention not all on granted mining lease + requires approvals and no infrastructure (camp, haul roads, workshops etc). Might work but will be high cost which someone needs to fund, will take time (=not focused on the bigger prize) and risky given uncertainties and potential for ore underneath it.
