It would seem Leo/Ganfeng had a gun pointed at their head, pay the $60m, agree to the new mining code, and for FFX to transfer its interest in Morila to a Govt Company, or they'd lose their title to Goulamina. They set a deadline of 7/5/24.
FFX agreed to pay the $11.5m to Leo (as part of the US$60m) because otherwise it's interest in Leo could be written down to zero.
