Enjoyed your post, but all things equal the average historical dividend yield of 4% more or less is the overhang for a re-rating , similar the average P/E is high for a financial company apart from the % ROE which is great.
In my opinion the dividend yield is too low for the average retail investor , it needs to be at least 5% . The company is most probably buying turnover with commissions and fees, which explains the low dividend yield while the high roe and no debt with a 67% dividend ratio. In other words a lot of fingers in the pie.
