    Yes, you do have point. Ability to develop the resource is one factor. But there is no reason to suspect Miracle can't or won't.

    The National Interest Test has several areas of concern that the FIRB investigate.

    However, the FIRB can make decisions without justification. They are not accountable to government or any independent review body.

    No specific criteria by which to examine their decisions. hmmmm... that leaves a lot of scope for very dubious decisions.
