I'm basically agreeing with you. I'm willing to adjust my understanding when you raise counterpoints that I haven't considered or I'm wrong about.
I have no idea what they have been questioning them about. Do you? As I said a few months back, you (and I) don't have any idea what the hold up is...we are in the same boat.
If FIRB don't have to make their decisions public then it is without justification. Meaning, they do not need to justify or explain their reasons or decisions.
Is that logical?
