i think its being held up by the community that is smack in the middle of the exploration area. The Huaco may not be amenable to Laconia's charms. No agreement no exploration. and you can be certain that the villages that have signed up would not sign for nothing. Everything has its price but i wonder what Huaco is after? Maybe they just dont want to sign!
But as Varuka says, negotiating with the locals is part and parcel of exploration. Maybe Sasine stuffed that up and that's what caused his demise.
