you may be able to claim a tax credit for the foreign withholding tax deducted from your URW dividend or claim the foreign tax back through share registry if you want to go to the time trouble and expense. This issue has been covered in URW thread and is not that simple particularly the claiming back.
I suspect most smaller holders just take the easier path and show the net amount received as an unfranked dividend.
