As I read it, it's:

83k per month for 24 months $1,992,000

then a "balloon" payment at the end of 24 months which covers the repurchase of assets.

So yes selling for 2mill received.

leasing back for just under that for 24 months. Plus fees and a few beers 2mill.

pay 900k to re-aquire the gensets.

900k profit for loaning some cash out with gensets as the collateral.

Desperate times.. And NRZ wouldn't look like it's got assets to back it, more liabilities if the show doesn't move forward. If the federal government knocks the project on the head who pays to clean up the pilot plant and clean the site?
