WPL certainly know what FAR have in mind in terms of compensation, as was posted on here that figure was asked of CN and was given to the ICC panel president (and WPL would also have that document).
Now whether or not PC rang CN to discuss it or not, we wouldn't know for sure. I suspect that there would have been a WPL board meeting over this.
