I would not be so sure... I would expect that $200m USD is contingent upon FAR being able to get the rest of the cash it needs. No one wants to lend a company money knowing they don't have enough to complete project.
The capital raising placement is at risk, and so is that $200m USD. FAR aren't lying in this case because they're just not telling us the full story.
