I guess this is a silly question, but still learning. How, and under what criteria, do shorts end up on Shortman?

I gather that as there is a site listing 'shorts' means the practice is legal under certain circumstances.

Maybe not all shorts are legal, so some probably won't be listed, as they aren't transparent.

I have no idea, but just thinking the process through.

Just trying to understand how it works, so apologies for the stupid questions, and wasting of time, and would appreciate any comments to understand further.
