Sounds like calculating the payments is a bit more complicated than I was expecting, but the only minerals that I have been involved with as concentrates have been ones with a much higher % in concentrate.
Typically the moisture content will be about 12-14 percent for something like a copper concentrate - they don't want it too low because as Mo said it will blow around - especially if it is a fine grind, and too wet isn't good when you apply a lot of heat to it - bad things happen then!
