All parties at ODP approval have an opportunity to continue or pull out. SEH is committed to continue and while CUCBM haven't officially indicated what they intend to do yet, it appears they are going to back into the project.
My understanding of the quote is that SEH intend to maintain their share and have no intention of selling it to CUCBM or CNEML.
