Kerr.. you sound a nice person, I agree with the sentiment, but you can't be serious about the taxing. In economics it is about "Allocation of Scarce Resources" The trouble with our modern governments of both main persuasions is that they don't abide by that philosophy and really struggle in this age on just about all fronts. Good old days, ...well today frustrates me no end, but with your sentimental allocation of scarce resources will only exasperate this issue. Yes we need housing, we need education, we need to be fair and more importantly we need some good old commonsense and people being courteous.

I recently took the Salvation Army as my principal tenant for my rental property, and they will get someone on their feet again with courses to get back in the work force, and provide a "normal" suburban house managed via my agent. I will get the usual quarterly inspections, the Salvation Army will pay the rent and any damages (hope not!). I HOPE this model works to provide social housing, but I reckon the government in my place as the housing provider will not be as efficient. I have incentive to protect my property. I think we need to empower "trusted agencies" to manage the social housing issue, not government directly. Governments just stuff most things up. Inefficient.
Anyway, here is to a better world! And I apologies for the rant!
