I recall the timeline for submission was stated as "April or May" in one of the earlier announcements.
If they have failed to meet that timeline (and that seems to be the case) then it would be appropriate for them to release an amended timeline or at least clarify where things are at with regard to the application.
This is a key milestone in my view.
