The reality is neither you nor I have any idea if and where or how a raise comes. They themselves have stated that a raise will be necessary, so the best strategy is to expect a raise and position yourself accordingly. Whether someone wants to wait until then or buy as much as they need now its all about the individuals willingness to assess their own risk profile.

I have a core position that allows me to add on a CR. Thats just my own strategy based on the information I have with no speculation on where the CR lands in terms of price, time or distribution.
