Yes, well spotted, but the trial sponsor (DIMERIX) is responsible for and expected to maintain this site and keep it updated for their trial, which by the looks of it they have failed to do in almost 12 months.
The company communication did not provide any update on how many of the 100+ new sites are definitely open and running, I don't know why there is this secrecy. So there is no evidence to substantiate your assertion at this stage.
