I think it makes sense to release First Peko Revenue announcement at the time of suspension as the suspension is for fund raising which can positively influence the rate at which the funds are raised. If it was released before the suspension, the market may have reacted negatively to it (considering the currently ore prices) , taken the SP down and suspension would've resulted in extra share dilution.
Timing of First Peko Revenue announcement suggests that management is using it as a card in play for better offer on new shares.
