Not sure on this point that FAR should have been given a statement/information that set out the value of the asset.  My expereince would suggest PE gives the right of teh JV party to match the accepted bid.  The same base data (assume access to a data room) should be made avaiable to all interested parties but it is for FAR to asset the value and if they want to take up its PE rights so I am not sure the onus is on COP to provide a valuation but just allow acces to a data room.  Happy to be corrected but clearly all is not balck and white.
