The argument that FAR were stalling for time doesn't hold water. If this was the case COP could have ended it very quickly when FAR sought additional information or when FAR lodged a dispute, yet they didn't. This indicates that it was COP stalling not FAR. FAR only lodged the dispute at the last minute after COP failed to hand over relevant paperwork.
