COP may have considered FAR additional information request and deemed it unreasonable and not necessary as part of the sale (i have been in numerous M&A DD where information requests have been turned down); they had a deal with WPL based on one assumes was in the data room and extra information provided based on specific requests. As we do not actual know what was presented to FAR, what was in the data room, what additioanal info they sort as part of the sale process and what specifdic additioanl ino they requested post PE notice its hard to judge but the more you take a step back the more you realise no one is right and its just shades of grey.
