I don't think institutions are quite ready until the FDA requirements are clearer, which is a pity. Also there isn't much of a free float so they would be concerned they couldn't get many without paying a premium. That's the downside of a tight register and of introducing Keysight as a sole investor in the last capital raise rather than going through brokers/local institutions. They (institutions/brokers) didn't get a look in, so they might put the company on ice.
That leaves retail and I don;t know if brokers are writing research on the company. If anyone has seen any, it would be good to know.
