Tanzania would be better off, if they spend $125,000 (or more) buying IDA shares now.
They will inevitably have to pay up, IDA shares will surge, and Tanzania can then recover some cost by selling shares - or they can wait for dividends.
That would be almost like buying their own distressed debt, for a fraction of the price.
There's not that much IDA shares on offer, but that way Tanzania could still save significant sum (if Bronwyn's 30c sp estimate is correct, $1M now might become $5M later).
