With the greatest respect, on Page 4 it says "0.25 cents per share", and on Page 17 it says " $0.0025 per share".

They are both the same amount, and both correct, just expressed differently (one as cents and one as a fraction of a dollar).

The information in the Annual Report (and that matter for the Armour Annual Report released earlier) needs to remain as when it was first published within the Full Year Accounts back at the end of September. Thus it is neither lazy nor sloppy, its just that events have moved on since that information was first published.
