If I read things correctly, and I often don't, that would mean TIE making a profit in CY2024 of more than US$100 million dollars.
So I can see why they told everyone not to accept the current offer, because Zhaojin would pay off the purchase price in only a little over 4 years, which seems like quite a bargain, and not much reward for all the years of effort TIE has put in to the project.
