We shoukd be all for a sale or part sale of a horizon. Eg the Flames Woodford has already been discussed in depth by @danpech. DP i believe has mentioned at roadshows that some unofficial offers have been thrown about but they are off the mark.
These offers are to be expected and testing the waters, nothing can truly be valued until IP90 is passed and NPV calculated, its shows they want it and we're not interested right now.
Remember buy, prove, sell is what it's about.
