I attended the recent Singapore International Water Week that has just ended. Two illustrious veterans presented: Asit K. Biswas and Cecilia Tortajada presented. Went through at length how progressive and innovative Cambodia's water authority is. Prof Biswas is a heavy weights and highly regarded, have done years of work with developing countries. I trust their integrity because Singapore's PUB has engaged them to conduct independent audits on Singapore's water sector.

For me, this presentation explains why Cambodia has adopted MABR ahead of the world with PS1 and PS2. Cambodia is bold to learn and adopt new technologies. Now that the Cambodian DPM has also mentioned the possibility of PS3, I think it is just a matter of time PS3 will come in for us. Read the past @Relax1's post on this.
