Funnily enough, I came across a document that said that the Cambodian Government reclassified some land for Canopy Sands Development to build Ream City, and that in return Canopy SD were going to provide funding for the WWTP at Ochheuteal. So because of Ream City, Fluence may be able to win the 20,000 m3/d PS3 Subre MABR plant at Ochheuteal. It now makes sense to me why the Cambodian government ministers already seem like they have approved PS3 to go ahead unofficially, because the funding has already been sorted. Usually that is the hardest part. Thanks Ream City.
