We have mentioned this before. Putting the link here again for easy reference.

For those newbies, earlier news articles said that The Govt of Sihanoukville is engaging international design and town planning firms to help them plan the city. I am sure Surbana (see link) is one of them. Had tea with one of the planners and we discussed new approaches to Decentralised Waste Water Treatment models. They mentioned FLC. But these things will require quite a few years to unfurl.
