In terms of PS3 being announced to market, we have a Hassan Allam New Mansoura $20m project situation again.
For PS3, X-Water have won the project. Fluence are just an equipment supplier for SUBRE spirals and related equipment.
While Fluence will know about the project, until X-Water send them a cash deposit along with an official purchase order, Fluence can't really announce to market.

For New Mansoura below, there was a 3 month wait between Hassan Allam knowing they won the project and releasing a Linkedin post, and Fluence announcing that they had officially got the order. PS3 should been a faster process to announce, because X-Water have already basically started work at the site. Fluence will probably not need to physically ship the SUBRE spirals for PS3 until close to the end of 2022, as the project is due for completion around June/July 2023.
