That picture of WJY with Chea Sophara is not from Chea Sophara's FB page. The Fluence China marketing team inserted that one. I'm not sure when WGY traveled there in the last 12 months, but it was likely after PS2 had been completed, possibly for PS3 design and price negotiations.
WJY has certainly done well for Emefcy/Fluence in building the Chinese team and getting the most out of their opportunities. This Cambodian win is 100% attributed to the Chinese teams' sales efforts in building relationships with Chinese partners. Fluence management credit Cambodia PS1 & PS2 as the first overseas win by the Chinese sales team.
Here is confirmation of the Sihanoukville 2038 Master Plan being accepted.
