The demand cycle is gradual for MABRs as it is expensive compared to say, sceptic tanks, and simply leaving the sludge to seep into the ground.
The reason why Hubei province needs it first is because the province is smack in the centre of China. It's a nodal point, the hub between northern and southern China, and eastern and western China. The volume of traffic that passes through Hubei from 4 directions justifies it. Hubei iTest is trying to pitch for Shaanxi and Anhui provinces to adopt MABR because traffic that moves westwards from Shanghai (east) is huge. Hubei is the centre of a concentric circle and it's strategic that the adoption begins from there. Also the nearest city near Hubei is Chongqing. Chongqing is one of the largest cities sitting on the Yangtze River where a lot of demand for river re-intermediation.
